Terms and Conditions

These Terms and Conditions govern access to and use of the Valuation and Rating System (“the system”), developed and maintained by Eureka Technologies (Pty) Ltd. By using the system, users and participating councils agree to be bound by the following terms:

1. Platform Access

  • Access is restricted to authorized councils, their representatives, and approved stakeholders.
  • User accounts are council-specific and may not be shared or transferred without authorization.

2. Acceptable Use

  • Use the System only for lawful and property valuation and rating purposes.
  • Not engage in any activity that disrupts the system’s security, availability, or performance.
  • Maintain the confidentiality of login credentials and immediately report suspected misuse.

3. Intellectual Property

  • All software, workflows, designs, and documentation within the Platform are the intellectual property of Eureka Technologies.
  • Users and tenants of the system are granted exclusive access and as intended for its purpose.
  • Unauthorized reproduction, reverse engineering, or commercial exploitation of the Platform is prohibited.

4. Liability

  • While the system is designed to enhance transparency and efficiency, Eureka Technologies shall not be held liable for errors, delays, or decisions made solely based on the system’s outputs.
  • Tenants of the system retain ultimate responsibility for all statutory and administrative decisions relating to property valuation and rating.

5. Service Availability

Eureka Technologies endeavors to provide continuous and reliable access to the Platform. However, temporary interruptions may occur due to maintenance, upgrades, or unforeseen technical issues.

6. Amendments

Eureka Technologies reserves the right to update or amend these Terms and Conditions, the Disclaimer, or the Privacy Policy as needed. Updates will be communicated to authorized users and system tenants.

7. Payment Collections

  • System tenants may use the system to issue digital bills and collect payments via integrated Pay Gates.
  • Payments made through the Platform will be deemed provisional until verified and confirmed by relevant authorities.
  • Users must ensure they provide accurate payment details when settling bills through the Platform.

8. Payment Gateways

  • The system integrates with third-party Pay Gates to enable secure electronic payments. By making a payment, users agree to comply with the terms and conditions of the respective Pay Gate provider.
  • Eureka Technologies does not act as a bank or financial institution. We facilitate but do not directly process or hold funds.
  • Refunds, chargebacks, or disputes shall be handled in line with Eureka Technologies policies and the Pay Gate provider’s procedures.
